Ethical Theory

     The development of ethical theory dates back to Plato and Aristotle.  The word ethic has its roots in the Greek word ethos.  Ethos is the perceived degree of character or credibility that a person believes exists in another person or object (Haskins, 2000).  The amount of trust and belief one has in another will have an important impact in how persuasive one will be.

     According to Kritsonis (2007), the value of ethical theory is in guiding teaching and learning.  In the ethical realm, emphasis should be on ethical understanding and how it may be improved.  A person who has knowledge of ethical theory is as moral as a person who lacks such knowledge.  Moral conduct pertains to one’s actions in certain situations.  To solve a problem, one should be clear of the choices for the given situation.  Kritsonis (2007) precisely states, “Before a person can know where to go, he needs to understand where he is starting from.” There must be a mission in order to fulfill a vision.  Moral decisions require a set of values to serve as a form of reference inn evaluating the consequences.

The values and morals an individual finds appropriate are called ethics.  Ethical theory supplies rules.  These rules are guidelines used in making decisions about a particular situation.  Ethics in leadership deal with what leaders do and who they are.  How leaders respond to a given situation and the choices they make are led by ethics.  The concerns of ethical leaders are issues of justice and fairness.  One cannot be a leader without involving values.  One must be sensitive to the needs of others, care for others, and treat them in ways that are just in order to be an ethical leader.

Character Development

Character education programs teach students how to be good citizens and develop aspects of decision making.  Effective character education programs affect the student’s ability to be socially and personally responsible.  Holloway (2006) identifies the fact that character education promotes core ethical values, creates a caring school community, and engages the staff as a learning community that instills morals.

In order for a school community to work well, the members must be aware of expectations.  The principal is significant in building trust among the community.  Principals lay the foundation for respect and personal regard.  The actions of the administrator contribute to a positive learning environment in the school.  There must be equal treatment among the different student groups.  There should be a common link for success among all groups.

Principals must understand the importance of creating an effective learning community.  There must be an open line of communication between the principal and stakeholders.  Administrators must be available to students, teachers, and staff members throughout the day.  They must also attend school and community events.  The use of surveys is important in the correspondence to stakeholders.  Kritsonis (2007) states that in all realms, the ability to communicate intelligibly and forcefully can be coordinated with other aspects into an integrated vision and commitment.  The display of a principal’s character can inspire character development in faculty and students.


Integrity means that the behaviors of leaders are consistent with their stated values and that they are honest, ethical, responsible and trustworthy (Hoy and Miskel, 2005).  Integrity is to say what one means.  One must deliver what is promised, and stand for what is right.  To be ethical means to be fair.  Leaders should treat stakeholders fairly, equitably, and with dignity.  Administrators an inspire integrity by recognizing positive behaviors in teachers and students.  A principal must concur to be liable to a high standard of ethical behavior.  Leaders should lead by being an example.

The language of morals should be ordinary language (Kritsonis, 2007).  No special concepts are needed in expressing intended meanings.  When one states, “This action is right,” he is not meaning that it is enjoyable.  There are some leaders whom have inspired us by their sense of integrity and moral values such as Jesus, Isaiah, Confucius, and Moses.  National heroes were exemplified moral courage were Abraham Lincoln, Robert E. Lee, and Joan of Arc.  Moral philosophers that contributed to moral leadership were Socrates, St. Augustine, Immanuel Kant, and John Dewey.

In the educational field, there have been investigations reporting negative academic integrity and faculty wrongdoing.  Faculty and student misconduct has been widespread.  There has been wrongdoing ranging from plagiarism to falsification of data.  There have also been violations of teaching norms to sexual or other harassment.  Some campuses have been investigated for breaches of regulations.  Academic integrity cannot be coerced, neither can it be taught.  For an organization to function using high moral standards there must be a leader that inspires a sense of integrity.

Displaying a high level of integrity can also relay the message that the leader is fair and just.  The leaders treat all individuals in an equal manner.  In some cases individuals might be treated differently due to specific circumstances.  Leaders must be fair when dealing with awards and punishments.


        The realms of esthetics are concerned with active personal commitment (Kritsonis, 2007).  Morally, one is obliged to do right, and if one fails, he feels guilty. An effective leader should be responsible.  Responsibility entails dependability, initiative, persistence, aggressiveness, self-confidence, and the desire to excel.  One must be liable for one’s own actions.  Individuals must report concerns and rule violations.

Leaders in education have an ethical responsibility.  They must have a moral vision of what is expected of them.  Starratt (2005) identifies five domains of responsibility that are central to educational leadership.  They are as follows:

·        Responsibility as a human being

·        Responsibility as a citizen and public servant

·        Responsibility as an educator

·        Responsibility as an educational administrator

·        Responsibility as an educational leader

·        Responsibility as a human being


     Trust is building confidence through teamwork and open communication.  In an effective school environment there is a culture of trust.  There is mutual trust between the principal and staff, there is mutual trust between the colleagues, and there is faculty commitment to the school.

Hoy and Miskel (2005) states, “Trust is like air; no one thinks much about it until it is needed and it is not there.”  It is important to have trust in schools.  It facilitates cooperation ad promotes cohesiveness.  Trust has also been shown to improve student achievement.

Leaders should build a sense of trust within the environment.  Their trust is built by behavior that is considerate, supportive, and collegial.  When there is a high level of trust toward the principal, it is believed that the principal is benevolent, reliable, knowledgeable, honest, and open with the staff.  Trust can be a powerful aspect of successful leadership.

Haskins (2000) suggests the following for improving trust through communication:

·        Adapt messages to listeners by being sincere and honest in presenting the information.

·        Identify strengths and weaknesses in information to demonstrate the speaker’s honesty in presenting messages.

·        Introduce sources that were used in developing the presentation.

·        Explain the soundness of analysis, arguments, and evidence that can help reinforce trust.

·        Earn trust by showing trust towards others in the educational process.

Confidentiality falls in the category of trust.  Leaders should stress the importance of confidentiality of student information.  The school must maintain accurate and comprehensive student records.  Records cannot be released without the consent of parents or guardians.  Staff members are forbidden to discuss a student’s private information.  Leaders should not only value the confidentiality of students but the importance of confidentiality of staff members as well.

Kritsonis (2007) believes that there are certain principles, such as the duty to keep promises and to tell the truth.  Obvious differences in principle may really be the difference in application due to different circumstances.  Leaders must prove to be trustworthy to achieve a cohesive working environment.


     In the empirical realm, meanings are factual (Kritsonis, 2007).  There is a distinction between empirical meaning and ethical meanings.  If one was more clearly understood, then there would be less confusion about ethical questions.  Ethical statements are neither true nor false, but they are expressions of personal preferences.  Ethical language is used to alter feelings and behaviors.

In the education arena, one should be truthful and honest with one another.  This includes teachers, administrators, parents, and community members.  To be a good leader, one must be honest.  When one thinks of dishonesty, one sees the significance of being honest.  Dishonesty is lying, being deceitful, and not trusted by ones peers.  When a leader is not trusted, there is no respect.  Dishonesty weakens relationships, and there is also a negative impact on the organization.  Being honest not only means being truthful, but it also means being open.


     Respect means a leader listens, is empathic, and has concern for employees.  Respect from a leader show employees that they are treated as worthy individuals.  One feels respected when there beliefs, attitudes, and values are acknowledged.  The relation of one person to another is the awareness of a presence, the I-Thou meeting (Kritsonis, 2007).  Personal relationships are achieved in what presently is.  Obligation pertains to the result of what is on the basis of an ideal.

We have a duty to treat others with respect.  Leaders who respect others are usually respected in return.  Respect is important and it should be valued.  Seldom does one think about what it means to respect an individual or what it means to be respected.  To respect someone means looking at the individual in a distinguished manner.  Self-respect leads to respecting others.  If one does not respect himself or herself, then one is likely not to respect other individuals.  Typically if there is no respect for an individual, then their views and opinions are disregarded.

Respect cannot be learned, purchased, or acquired.  It can only be earned.

Knowledge of Sexual Harassment

Sex and family relations is an area of primary ethical interest.  Kritsonis (2007) believes that the family is the elemental social institution in which persons are born and nurtured, and it is essential that the relation between the sexes and among the members of the family be considered carefully and ordered wisely.  It is necessary to have moral codes dealing with this issue.  Leaders should not only know the policies for their particular district, but they should be strictly enforced.  The following are examples regarding sexual harassment policies in an educational organization.

Sexual Harassment and Abuse

·        Students and employees should be treated honorably.

·        Sexual advances, remarks, or conduct at not permissible.

·        Employees who sexually abuse or harass students or employees will face disciplinary action.

·        Students who sexually abuse or harass employees will face disciplinary action.

Sexual Harassment by Employees

·        Employees who engage in any sexually oriented conversation, activities, or other sexual conduct with students or employees is considered to be committing sexual harassment of the student or employee.

·        Employees are prohibited from dating students.

Sexual Harassment by Students

·        Student should not engage in conduct that sexually harasses employees or other students.

·        Romantic relationships between student and employees with parental consent are discouraged.

Sexual Abuse of Students

·        Sexual abuse includes fondling, sexual assault, and sexual intercourse.

·        Sexual abuse by employees will result in termination and legal action.

Drug and Alcohol Abuse Awareness

Leaders are not the principle source of moral guidance.  According to Kritsonis (2007), the most significant source of such influences are the laws and customs of society.  There are some standards of conduct that are taken for granted.  It is not always right to be obedient to laws or customs.  Social standards that are accepted are meant to provide guidance for conduct.

School activities should promote healthy ideals for the students.  Employees should serve as role models for their colleagues and the students.  Drug and alcohol abusers are frequently absent, less productive, and can cause possible harm to themselves or others.  Substance abusers have a negative influence on others.

Social Relationships

Kritsonis (2007) believes that every culture has its distinctive expectations and regulations about what is right and wrong in these relationships.  Matters in relationships within class, ethnic, racial, religious, and vocational groups should be valued by leaders.  Leaders should

focus on the improvement of religious concerns as well as race related issues in public school. Displaying knowledge and sensitivity to these issues will impact individuals in the educational organization.

Principals should know the state laws regarding prayer and other religious activities in public schools.  If the laws are not implemented, there could possibly be lawsuits that would affect the school district.  Leaders should acknowledge and respect the religious beliefs of others in planning school activities.  Students and staff should not feel pressured in taking part in holiday events or programs that are not a part of their religious beliefs.

Leaders should also acknowledge race related issues as they arise.  Culture diversity training should be planned for staff members each year.  It is important for everyone in the organization to have knowledge of the diverse ethnic population that is a part of their environment.  Race, ethnicity, and cultural background have played a role in ethical theory.

Ethical leaders take into consideration the purpose of individuals involved.  There should be a common goal for the organization.  Leaders should focus on their specific individual goals as well as the goals for the organization.

Basic Techniques of Classical Realism Oil Paintings

What is oil painting? Oil paints on the canvas. It’s an indisputable definition. I thought that oil painting is more than that.

Any kind of figurative art (including oil painting) is thought of beforehand. The basic rules of studying drawing and painting are very closely connected with the laws of the discipline.

Tip 1. Brushes

You should have many brushes so that not to lose time washing them while working. Take a new brush for every new mix. Use round kolinsky brushes, No.1 to No. 10. To cover larger surfaces, you will need a few #20 to #35 brushes. For final strokes PRIPLAVLENIYE (final blending) you will need a few very soft round and flat average size squirrel brushes. Brushes should be treated very carefully. After every session they should be washed in turpentine and after that in warm water with soap.

Tip 2. Canvas
The canvas should be primed additionally a few more times and in conclusion it should be ground with fine sandpaper. After that the canvas should be scraped with a razor to remove the canvas texture till smooth dead surface similar to the egg’s surface is achieved.

It is very important to have objects for still life in the studio. Don’t be stingy at garage sales and flea markets, you may regret it later.

Tip 6. Lacquer

The lacquer for

IMPRIMATURA is made of 2% of dry DAMAR CRYSTALS and 98% of turpentine. The lacquer for painting is made of 5-10% of dry resin and 90-95 % of turpentine. A couple of lavender oil drops are added directly to the oil-can. Scientists say lavender oil stimulates the brain. However, I think that old masters added it to eliminate the heavy turpentine smell. The lacquer for the final step consists of 30% of DAMAR CRYSTALS, 3% of linseed oil, and 67% of turpentine.

Tip 7. Canvas Cleaning

Before each new layer the canvas (ideally dried during 7 weeks) is carefully wiped with a half of an onion (in order to prepare the dried surface to absorb better) and then with linseed oil. After that the canvas is wiped with a soft piece of cloth.


Tip 8. Mixture

IMPRIMATURA, or the first paint layer. The canvas is covered with a liquid mixture based on Red Ochre, Yellow Ochre Light and Ivory Black (the mixture should have an olive hue).

Tip 9. Basic Set of Paints

The basic set of paints is the following: “Rembrandt” oil colors: Flake White, Yellow Ochre Light, Red Ochre, Burnt Umber, Raw Umber Ivory and Lamp Black (7 Basic Colors), and 4 extra colors (when necessary) which I use in the last layers: Flake Yellow (instead of it also can be used Cadmium Yellow Deep), Madder Lake Deep, Chinese Vermilion, Prussian Blue. But be careful to use these last 4 colors very sparingly.

The first and the second TEL’NII (flesh tones: main life colors) PODMALYOVOK (5th and 6th layers). The first TEL’NII PODMALYOVOK is made half a tone lighter and two tones lighter in colors; and half a tone darker and two tones lighter in shadows. The same is true of the second TEL’NII PODMALYOVOK.


The dead layer – the fourth PODMALYOVOK – is made with white lead, light ocher, red ocher, and burnt bone. The aim of this PODMALYOVOK is penumbra. The picture must look as if its objects were lit with moonlight – olive cold gray color. Colors are applied thickly, half a tone higher, shadows are very transparent, half a tone lower.


The seventh layer — LESSIROVKA : Details of textures, thickly applied highlights, bright reflections, and signature. In this layer you may use additional paints: Prussian blue, red cinnabar, yellow flake (cadmium yellow deep), madder lake deep.


Tip 13. Shadow PODMALYOVOK

The shadow

PODMALYOVOK (the process of creating intermediate layers) is made with Burnt Umber in two layers (2nd and 3rd layers). In the second layer all details are made excluding the texture. In the third layer LESSIROVKA of the main tone masses is made with a big brush.


Tip 14. Music

Many painters get an energy charge from music. Stop listening to any modern music and begin listening only to classical music. Try to begin loving it.

Last, stop looking at modern art and stop loving it. Modern bright colors and hue contrasts destroy the subtle vision of the painter who took risks to study classical painting in our time.

From the 16th century to the beginning of the 20th century artists used the seven layer technique. Like music where there are seven notes, seven keys, and within each there are seven more. 7 days in a week. 7 Layers of Paint. Each layer in oil painting must dry for seven weeks. In Europe, specially England, France, Spain, Italy,- “ART” is considered one of the mayor subjects in grade school.-

Children, starting from the third grade in elemental schools, are regularly taken to Museums, Operas, Ballets.- They must be able to recognize and write book reports about famous painters, writers, Operas, ballets, etc.

The level of education in these European Countries is much higher.- considering that a six grader in England, has the level of education of
a High School Senior in the U.S.A.-

I have known of High School students here, that
can hardly “Spell”, let alone READ.-!!! Most of them have never read a great novel or seen a true work of ART.- Of course, this does not represent
all of the U.S. students.-
It breaks my heart to know that, not only my grandchildren.,- but all other children as well,- will never be able to enjoy the beauty of an Opera, the ecstasy of watching a Ballet, the emotion of hearing and seing a Concert by Carreras, Placido DOmingo, or a Pavarotti singing “Nesum Dorma” from Tosca- that can fill your eyes with tears.

Visiting the “Musee Du Louvre” in Paris, with more that 65,000 pieces of art, amomg them The Mona Lisa, Venus de Milo, Winged Victory, The Vitruvian Man,– would take a visitor more than five weeks to be able to truly appreciate all of it’s glory.- This is why it is called the most famous art museum in the world. But this is an experience that will never be forgotten.-!!!

over the world.

To me, this is like robbing these children, which will be our next generation, of the most beautiful things in life.

The appreciation of “True Art” has to be taught to children, they are not born with this knowledge. Once they experience this and acquire a taste for it, it will be passed to the next generation.-

Technology in and for the Instrumental Music Classroom

Music education, in some form, goes back as far as education itself. While sometimes struggling for legitimacy, it nonetheless has had its champions. More recently, as technology has flourished within education, technological applications designed specifically for the teaching of music have been developed. While much of this technology is designed primarily for the classroom there are programs designed for the student to utilize in the home, albeit limited to those students with a home computer and internet access.

The teaching of music in the American educational setting dates back 1838 when Lowell Mason introduced singing classes to Boston grammar schools. Instrumental music appeared in fits and starts over the next fifty years but was never included during the school day; rather, it was relegated to the ranks of extracurricular activities. Around the turn of the century, instrumental music began to see some acceptance into the classroom, though often was taught by those untrained in the area of music education. Moreover, little if any standardization of the instrumentation or music literature existed. (Rhodes, 2007)

Near the conclusion of World War I the quality of school music began to increase. This was due primarily to veterans who, after having been musically trained in the various service branches, began to fill music teaching positions in the schools. Band, however, was still regarded as an extracurricular activity. (Ibid)

In 1907, the Music Supervisors National Conference or MSNC, (now known as the Music Educators National Conference or MENC) was organized to support school music. In 1912 a proposal was made to include, as accredited subjects, a number of music activities including choruses and general music. Band was included – but at a much lower priority. Later, however, at the Cleveland MSNC conference in 1923, Edgar B. Gordon stated,

The high school band is no longer an incidental school enterprise prompted largely by the volunteer services of a high school teacher who happens to have had some band experience, but rather an undertaking which is assigned to a definite place in the school schedule with a daily class period under a trained instructor and with credit allowed for satisfactory work done. (Ibid)

In the same year, and likely due to the increase in both acceptance and importance, Carl Greenleaf (then head of C. G. Conn Ltd.) helped organize the first National Band Contest in Chicago. Later, in 1928, he directed the Conn company to contribute to the founding of the National Music Camp in Interlochen, Michigan and later supported publications designed to support band directors. While these endeavors may have appeared somewhat self-serving in light of his position with Conn, they nonetheless helped establish school band as a significant part of school curriculum. (Banks, 1997)

Despite a gradual, while still limited, acceptance of instrumental music within the school curriculum, budget cuts have often curtailed or even eliminated these programs. Further, with the recent increased emphasis upon “teaching to the test” due to the pressures of No Child Left Behind (NCLB) and similar state requirements, support for the inclusion of music in schools has begun to wane. Michelle R. Davis, in “Education Week,” stated “The federal No Child Left Behind Act is prompting many schools to cut back on subjects such as social studies, music, and art to make more time for reading and mathematics…” (Davis, 2006) This is most unfortunate considering that the study of music, especially instrumental music, has proved to be beneficial for all students – even increasing their ability to reason and problem-solve.

Many theorists have contributed to the elevation of music as central to education, or at the very least, demonstrated that limiting the school environment to the “Three R’s” is short-sighted. Howard Gardner postulated his “Multiple Intelligences” theory with the understanding that children do not possess identical propensities for learning. Not only do they have differing capacities for learning but have differing capacities for learning in many areas. These areas, as he explained, are the varying intelligences of which he speaks. Originally describing seven intelligences (of which music is highlighted) he identified two specifically (linguistic and logical-mathematical) as “the ones that have typically been valued in school.” (Gardner, 1999, p41) Obviously, Gardner recognized that the educational system was not reaching all students – only those that could “do school” well. Gardner did not limit his study, of course, to the mere existence of multiple intelligences but demonstrated that a given person can be strong in more than one, enabling those intelligences to interact one with the other. He explained that, “there are other ways in which different intelligences can affect each other…one intelligence can mediate and constrain the others; one intelligence can compensate for another; and one intelligence can catalyze another.” (Gardner 2, 2006, p219) He further extolled the advantages of a musical intelligence by explaining that “…a strong musical intelligence may lead a person engaged in a linguistic task to be more sensitive to the rhythmic properties of language as well as its meaning.” (Ibid, p223)

While many may assume that music and the study thereof is associated primarily to that which is heard, it is also related quite closely to mathematics. Dahlhaus, reflecting Rameau stated that “music had its origins in the Pythagorean proportions; (i.e., music is a mathematics).” (Gargarian, 1996, p137, 138) Regardless of whether or not one agrees with the theory that music is mathematical in toto, there should be little dispute as to the relativity of music notation to mathematics. Indeed, introducing the coordinate, or Cartesian, plane appears to aid the new music student in understanding the horizontal (x), and vertical (y) axes of music notation. Simply stated, the horizontal (x) axis on the music staff relates to duration while the vertical (y) axis relates to pitch. This, of course is a reflection upon Gardner’s aforementioned theory of intelligence interaction.

There is further evidence that instrumental music study is advantageous for the student. In 1995, Gottfried Schlaug, et al, published a study, “Increased Corpus Callosum Size in Musicians” wherein they described an increase in neural fibers across the Corpus Callosum (CC), contributing to its enlargement. They further were able to determine that this increase in fibers/CC size was attributable to instrumental music study. (Schlaug, et al, 1995) Obviously, the supposition can easily be made that, if there is greater cross-talk between the two hemispheres of the brain (specifically, the left – thought to be the analytical, and the right – thought to be the creative) the result would be a person with a greater, more creative, problem-solving ability.

Reflecting upon Gardner’s theories, as well as those of Schlaug, et al, it should surprise no one that others have confirmed links between music and other skills. Bahr and Christiansen in their article “Inter-Domain Transfer Between Mathematical Skill and Musicianship” published findings demonstrating that students who had studied music demonstrated superior performance on mathematical tasks provided there was some structural overlap with music. (Bahr, Christiansen, 2000) This “structural overlap” could be nearly anything, including the relationship of dividing measures or notes into fractions, relating pitch to frequency, or, as aforementioned, establishing the link between the coordinate (Cartesian) plane and the music staff.

With this enhanced problem-solving ability; this increased awareness of mathematical concepts, it would not be a grand leap to assume that music students might perform well with classroom technology. Indeed, music students should be expected to do at least as well as other students with regard to technology. If that is true, then the next step would be to assume that they would do especially well with technology geared especially to them.

Somewhat recently, technologists, recognizing a dearth of technologically-based music applications began to develop computer programs for music education. Music theory websites began to appear, many having been produced by, and linked to, symphonic organizations. Others have been produced by teachers and graduate students either as part of coursework or perhaps for their own use (and anyone wishing to utilize the application). A quick search of the internet reveals that there are quite a number of available technological tools produced and published for the music student. There are interactive music games, in-class keyboard music theory applications, countless online pitch and rhythm websites, and, perhaps most powerful, applications known as “computer assisted instruction” (CAI)” specifically for the music classroom and student. In January 2005, Steven Estrella published the findings of a study demonstrating how music teachers in the U.S. used music technology. Among his findings, he discovered that approximately twenty percent of the survey participants used some form of CAI as part of their instruction. The survey further discovered that the predominant software application was “SmartMusic.” (Estrella, 2005)

It is an ideal time for young children to dabble in the arts in order to keep them busy since regular school is out during this time. It is also a great time for parents to encourage their children to get busy with meaningful activities by enrolling them in a summer art workshop.

In the Philippines, art classes for children are effective means to enhance their creativity. It is an excellent way that help children become expressive of how they think and feel and in the process, help build the basic foundation for their future success in academics. In a summer art workshop for instance, children can enjoy with other children art projects that can help children enrich themselves.

In Manila, there are art courses offered by reputable learning schools that cater to the needs of children especially designed for the summer. Summer fun activities like summer painting and outdoor playing or a visit to an art museum for children are injected into the art programs that children can find enjoyable. What they can see in an art museum is not what they see around them on a day to day basis. In these summer activities, they are allowed to observe things stuffed real animals can spark their curiosity as to how these animals lived in the real world that they can learn further in their later years of learning about science subjects.

In art education, teachers involve their young students in art classes where they can develop fine motor skills as they use their little hands and fingers in holding art materials like scissors, pencils and brushes to draw, paint and sculpt. Likewise, scribbling and drawing during a summer art class can be integral part of later literacy. They learn hand coordination in their painting classes and drawing classes, the skills they need to acquire in order to learn how to write the ABCs and draw all kinds of shapes in the later years of education.

Like music, art is considered as a universal language. In a summer class, art education gives children the opportunity to communicate through paintings and drawings freely what they could not express with words. It is an infinite link to creativity which is the ability to create new things which is a special important skill in this modern age of technology.

By enrolling children in art courses during summer, children also get to meet friends, meet new acquaintances. They look forward to coming to school each day because they are able to interact with their new friends thereby developing their social skills. They also acquire the ability to become a team player and/or a team leader when organized in groups to do art projects. Leadership qualities can manifest early in young children when asked to perform tasks in groups. Such qualities are important values they can later years use as they grow into adulthood.

Considering the beneficial effects of art education in children, parents should not deny their children to enjoy summer in the company of other children as they spend school break dabbling in art and play art schools in the Philippines.

Benefits of Music Education

Three Powerful Reasons why children benefit from music education as part of their Curriculum, especially at a young age. There has been plenty of research done about the benefits of music education for young children.

1. Playing music improves concentration, memory and self-expression

One two-year study in Switzerland run with 1200 children in more than 50 classes scientifically showed how playing music improved children’s reading and verbal skills through improving concentration, memory and self-expression.(1) Younger children who had three more music classes per week and three fewer main curriculums made rapid developments in speech and learned to read with greater ease.

Other effects revealed by the study showed that children learned to like each other more, enjoyed school more (as did their teachers) and were less stressed during the various tests, indicating they were better able to handle performance pressure.

2. Playing music improves the ability to think

Ongoing research at the University of California-Irvine and the University of Wisconsin-Oshkosh (2) demonstrate that learning and playing music builds or modifies Neural pathways related to spatial reasoning tasks, which are crucial for higher brain functions like complex maths, chess and science.

The first studies showed that listening to a Mozart sonata temporarily improved a child’s spatial abilities. Further studies compared children who had computer lessons, children who had singing lessons, children who learned music using a Keyboard and children who did nothing additional. The children who had had the Music classes scored significantly higher – up to 35% higher – than the children did Who had computer classes or did nothing additional.(3)

3. Learning music helps under-performing students to improve

Researchers at Brown University in the US (4) discovered that children aged 5-7 years who had been lagging behind in their school performance had caught up with their peers in reading and were ahead of them in math’s after seven months of music lessons. The children’s classroom attitudes and behavior ratings had also Significantly improved, and after a year of music classes were rated as better than the children who had had no additional classes.

Charter Schools: Passing or Failing?

This study’s objective was to Research of a “choice” school that operates under a performance contract which details specifics as the school’s mission, program, goals, demographics of the students served, methods of assessment, and ways to assess success. Such educational arrangements are known as charter schools, which are publicly funded schools that have greater accountability for academic assessment and fiscal practices, while receiving more independence and experiencing fewer regulations than traditional public schools. Research shows that there is a fair amount of success with this type of contractual education, and that a fair amount of issues accompany the success, such as fluctuating changes in student performance that are immeasurable by test scores. Another issue with the contractual educational facilities that is heating up in recent months is the conflict that arises between this type of learning environment versus the traditional public school system. This paper examines differing authorities in an attempt to determine whether charter schools are achieving their intended missions, or falling short of their goals – the verdict of this author’s research is that the structure is conducive to innovative practices, although the overall end results demonstrated by charter schools does not measure up to their tangible and intangible costs.

Charter Schools: Passing or Failing

This study into the report card of charter schools in the United States will attempt to decide whether this mode of education is more or less successful in the quest of education.  The unique research covered in this study represents the most recent journal articles that are related to these public schools that are operated independently of the local school board. Charter schools being unique in that they differ in various degrees from the curriculum and educational philosophy of other schools in the same system, they can also take the form of experimental public schools for mainly primary, but some secondary, education.

Charter schools do not charge tuition and frequently have lottery based admissions. They, therefore, provide an alternative to public schools, oftentimes offering a curriculum that specializes in a certain field– e.g. arts, mathematics, etc. Others simply seek to provide a better and more efficient general education than nearby public schools.

Public school funding in the United States is not a product of intelligent design. Funding programs have grown willy-nilly based on political entrepreneurship, interest group pressure, and intergovernmental competition. Consequently, now that Americans feel the need to educate all children to high standards, no one knows for sure how money is used or how it might be used more effectively (Hill, 2008).

These institutions are also exclusive in that some are created and organized by teachers and or parents and or community leaders, in a totally autonomous school environment, while others are state-run charters that are unaffiliated with local school districts and founded by non-profits such as universities and government entities that may appear in clusters across a geographic area.

The term “charter” possibly originated in the 1970s when Ray Budde, a New England university professor, suggested that small groups of teachers be given contracts or “charters” by their local school boards to discover new approaches to education. Albert Shanker, former president of the American Federation of Teachers, then publicized the idea, suggesting that local boards could charter an entire school with union and teacher approval. One of the first charter schools was a well-known institution called the H-B Woodlawn Program, as a part of the educational movements that fueled such innovative education in the 1960s and 1970s, it was established to provide a more individualized and caring environment to students.

As they were originally envisioned, the ideal model of a charter school appeared as a legally and financially autonomous public school – void of tuition, religious affiliation, or discriminatory student admissions. Charter schools were also foreseen to operate much like a private business.  In the business sense of being free from many state laws and district regulations, the charter-school beginnings grew on the premise that they were more accountable for student outcomes rather than for processes or inputs that were believed to be enhanced through stipulations such as Carnegie Units and teacher certification requirements.

The charter school movement has roots in a number of other reform ideas, including:

  • alternative schools
  • site-based management
  • magnet schools
  • public school choice
  • privatization
  • community-parental empowerment

In the late 1980s Philadelphia started a number of schools-within-schools and called them “charters.” Some of them were schools of choice. The idea was further refined in Minnesota where charter schools were developed according to three basic values: opportunity, choice, and responsibility for results.

In 1991 Minnesota passed the first charter school law, with California following suit in 1992. By 1995, 19 states had signed laws allowing for the creation of charter schools, and by 2003 that number increased to 40 states, Puerto Rico, and the District of Columbia. From 1997 to 2006 the number of charters in the US grew from 693 to 3,977. Perhaps surprisingly, given this growth, previous work has found mixed evidence on the impacts of charter schools on student performance. However, these studies focus almost exclusively on test scores as the outcome of interest. Thus, one potential explanation for this discrepancy is that charter schools affect student performance in ways that cannot be measured by test scores.

The charter school data is gathered at least annually, collected by mostly independent groups, is largely captured by survey. The U.S. Charter Schools Organization is said to statistics that consist of information related to size, scope, demographics (Figure 1), operations, and management of public charter schools (Charter schools data, n. d.).

It is because of conflicting and diverse initial findings that this research is important to the author’s personal curiosity. On one hand, the appeal of fresh, new approaches to teaching and learning is the stimulus for continued education. On the other hand, a constant vigil over money and test scores to prove the worth of the methodology defeats the main purpose of acting as vehicle for education. The analysis of a sampling of literature is expected to illuminate the more constant and logical explanation of the evidence examined.


In this paper new, longitudinal data from an anonymous large urban school district is used to assess how charter schools affect student discipline, attendance, and retention; these are compared to test score impacts. Using individual fixed-effects analyses shows that schools which begin as charters generate improvements in student behavior and attendance but not test scores. Charters that convert from regular public schools have mixed effects on test scores. While there is evidence of selection into charter schools based on changes in outcomes, these results change little after applying intermittent panel strategies. Finally, there is little evidence that charter schools generate long-term benefits if students return to non-charter schools.

A report prepared by the Center for Education Reform in 2006 states the opportunity posed by charter schools well by saying, “when the charter school concept was born in the days prior to the advent of The No Child Left Behind Act, the bargain was freedom in exchange for accountability” (CER, 2006). As an educational watchdog for learning and teaching communities, the CER felt that charter schools were a chance to try to provide a tailored education to some students through a more micro-managed, yet opportunistic, educational environment and respond to needs expressed by parents, students, and communities (including the teaching community).

According to the National Education Association (NEA), for-profit charter schools rarely outperform traditional public schools, even when the charter receives higher funding. Although the U.S. Department of Education’s findings agree with those of the NEA, their study points out the limitations of such studies and the inability to hold constant other important factors, and notes that “study design does not allow us to determine whether or not traditional public schools are more effective than charter schools” (NEA, 1998).


Counselor interviews, professional journals, litigation, and the most recent data and statistics on the subject of charter schools is evidence that is examined at the primary and secondary levels of education. Many of the inherent organizational challenges found therein, are to be analyzed for themes that are perpendicular and those that are parallel.  Earlier reviews on the topic has used the words perverse and “spectacle of fear” to describe charter schools in their failing and miserable attempts to reform the contemporary schools under the guise of the 2002 No Child Left Behind ideal (Granger, 2008). In only a few of the sources consulted in this study has this harsh language been used to describe the effects of charter schooling.  The majority of the literary sources have been supportive of the innovation that is placed in those type of schools.

It is the latter positive contributions consulted in this paper, which convinced the writer to theorize that charter schools are one of the fastest growing innovations in education policy because they have a tendency to invoke a positive learning outcome in their students. Broad bipartisan support from governors, state legislators, and past and present secretaries of education contribute to the solidarity of this concept and the general research opinion. In his 1997 State of the Union Address, former President Clinton called for the creation of 3,000 charter schools by the year 2002. In 2002, President Bush called for $200 million to support charter schools. His proposed budget called for another $100 million for a new Credit Enhancement for Charter Schools Facilities Program. Since 1994, the U.S. Department of Education has provided grants to support states’ charter school efforts, starting with $6 million in fiscal year 1995.

Another point of kudos for the charter school system that was evident through this research was the issue of the choice processes that charter students have at their disposal that public schools make available only on a limited and or unobservable basis. Substantiation of these alternatives and support that are more-readily made available to charter school students was noted in a report on the charter school counseling by Stanton-Salazar & Dornbusch (1995) and mentioned in a professional high school journal article entitled, “College Counseling in Charter High Schools: Examining the Opportunities and Challenges”. (Farmer-Hinton & McCullough, 2008). The schools’ staff generally promotes college as a normal and viable postsecondary choice that is communicated through the charter schools counselors’ open relationship with their students.

Responsibility for Results

The mere premise of a charter school is to exhibit results in many major areas. Through the research of this paper, it is evidenced that the charter schools are displaying a great deal of positive results with respect to the subject areas listed in most of their legal charters. The original thesis was that the cost of these results versus the benefit of their results was questionable. During this research, only one professional article was readily available to discuss this particular subject, although there are many legal causes, some are mentioned in this writing, that indicate that this is a huge concern with the public, as well.

There is an important consideration when drafting or revising the legislation for a charter school, however, that addresses “whether to include an appeals process for organizers whose initial proposals are rejected” (The Charter School Roadmap, 1998). Many of these are shown in a report (Table 1) that tracks the variables of applicants within established guidelines.

Many states have seen the concept of charter schools in their state supreme courts on mostly monetary issues, but a unique case of the governing authority over a charter school application for its charter was heard in Beaufort County Board of Education v. Lighthouse Charter School Committee, et al. (1999).  This case went a long way towards resolving many of the issues surrounding charter schools in the state of South Carolina. “The Court’s decision made it clear that a local school board has the authority, under the S.C. Charter Schools Act of 1996, to require a charter school applicant to comply with the Act’s provisions before a charter is approved and, once the local board makes a decision concerning a charter school applicant, the local board’s decision must be upheld by the State Department of Education if that decision is supported by substantial evidence on the record” (Duff, White & Turner, LLC, 1999).

Presidential mandates are indicative of the popularity of charter-school types with the constituents and the general public at large. “In the end, school improvement is accomplished through the hard work of school staff, with administrative and parent support” (NEA, 1998) – stated exactly as a common knowledge and belief to the author of this research.

The results of the literature consulted and cited in this paper have been found to emphasize the original theory that the overall benefits produced by charter schools are almost equal to, if they don’t exceed, the cost that is incurred. The fact that this paradigm exists is not believed to be intentional, but rather more of an undefined direction for charter schools and an existing incompetence at truly managing a budget.

Previous research, although truly controversial, was not found to reveal a huge imbalance of the overall end results as opposed to the cost of such at present.  Charter schools were found financially unaccountable, whereby their products outweigh the sum of their tangible and intangible costs, by only one professional review. The research of this independent review was even concluded with the following, “recent three initiatives – an R&D intermediary, using charters as the point of the lance, and creation of a level playing field for competition – could set off a wave of innovation and escalating school performance. This, in turn, could tell Americans what they need to spend for effective schools” (Hill, 2008).

This lack of professional review to the contrary is not believed to be a limitation, yet an indication that the concept of the charter schools is a sound one that is being refined into a more efficient and effective educational environment. Therefore, the conclusion of this research is found to be that the charter schools are passing on their score card – marginally, at present, but they are expected to become better stewards of their funds and expenses in the future, thus increasing their passing score.
